Village Open Day – 2026

Tysoe Parish Council is delighted to once again be hosting a Village Open Day at Tysoe Village Hall on the 16th May. Doors will be open between 11am and 2pm.

Do come along if you want to see what Tysoe has to offer as many of the village clubs and organisations will be there to tell you what they do, how to join and how to enjoy their activities.

As in previous years, we asked village groups to submit an update report, to share their news and updates over the past twelve months. As we now enjoy the benefits of our new website, we felt it appropriate to provide a digital version of those reports below, saving both paper and cost. Your Parish Councillors will be at the event and you will also have an opportunity to meet our new Parish Clerk, Vanessa Cowell-Plain.

The Village Hall team will be on hand serving tea, coffee and cakes, all are very welcome.

Tysoe Parish Council

Year to April 2026

Your Parish Council has been busy during the last 12 months. Whilst reviewing Planning Applications has occupied a large amount of time we have also been busy on other things.

The programme of replacing and repairing our street lights has now been completed (all but a couple of lights). This has taken a huge amount of time and expenditure. The disposition of lighting in the village will not suit everyone but it is the best compromise between safety, cost and convenience that we can come up with.

The maintenance and repair of the play equipment on the recreation ground is an ongoing task that occupies the Council and costs over £5,000 a year. We have undertaken extensive surveys of traffic speeds, especially at the entrances to the village.

This has led to discussions with WCC Highways on how best to install traffic calming measures to further enhance safety.

The mowing, maintenance and upkeep of our green spaces and trees is a major task and one on which we collaborate with our various environmental, biodiversity and wildlife partners. Again, we aim to strike a balance between keeping the visual appearance of the village and maintaining habitats and biodiversity.

We continue to support and provide grants to a number of village institutions and groups and will always consider worthy causes. We have now started the task of updating our Neighbourhood Development Plan, adopted in 2022 it is coming up to its 5th anniversary when it will start to lose some of its potency.

It continues to provide a very robust protection from opportunistic development while providing the framework for supporting positive development. The new website, Tysoe Online, sponsored by the Parish Council, was launched on 30th March with huge thanks to Ben Viollet and Carol Clark who designed and built it.

This is a village facility, designed for the use of all village institutions and residents.

Finally, you may have seen that after more than 4 years in post our Clerk, Charmaine, has stood down and we have welcomed Vanessa into the role.

Our thanks go to Charmaine for the support and advice that she has provided over the years. At our meeting in April we also said goodbye to Malcolm Littlewood who stood down as a Parish Councillor after serving for many years.

However, Malcolm will remain our District Council Ward Member so he will still attend our meetings in that capacity. Our thanks go to Malcolm for the years of dedicated service to the village.Please remember that our meetings are open to the public and residents are very welcome to attend. David Roache

Addendum – May 2026

After five years as our chair, David Roache has now stepped down from the position. We would like to record our gratitude to him for the strength, vision and drive with which he has led the council throughout that period. The immense amounts of time and energy he has dedicated to our community are very much appreciated.

Thankfully, David is remaining as a parish councillor. His knowledge and experience will be invaluable, particularly when updating our Neighbourhood Development Plan.

We also welcome Steve Millward and look forward to working with him.

Community Cafe

Friday morning Dementia Café transitioned to the Dementia Friendly Community Hub encouraging anyone in Tysoe to socialise with free refreshments, advice and support available.

This change in format provided a small increase in numbers from within the village.

Along with providing a local environment for people living with dementia and their family, our focus continues to be on providing support, information and reassurance for family carers, ensuring they are able to better support the person whilst maintaining time and space for their own needs.

Some of the most valuable work we do is done quietly in confidence offering respite to carers in need. Typically we pay for 2 or 3 hours a week for several months. In a few instances we have been able to fund emergency respite to support a family through crisis.

May 2025 saw us dressed in our finery at a Buckingham Palace Garden Party. November surpassed this when talkdementia was awarded The Kings Award for Voluntary Service, we had to wait until April 20th 2026 to receive the award from the King’s personal representative, The Lord Lieutenant of Warwickshire.

During June Jazz 59 released a CD to raise funds, July hosted our annual Garden Cream Tea, December produced Christmas card sales and a raffle. Our fund raising was boosted by the kind support of the community including Laura’s Tractor Run, CCOTS Choir, Sing Bentley Heath Choir and individual donations.

Tysoe Social Club

Tysoe Social Club is a key part of village life in Tysoe, Warwickshire.

It’s a place where people come to socialise, catch up with friends, and feel part of the community. Run by volunteers and supported by its members, the club plays an important role in keeping that local spirit going.

It has a relaxed, friendly feel and is open to everyone. There’s a well-stocked bar with reasonably priced drinks, and plenty of space for events. Throughout the year, the club puts on things like quiz nights, live music, and seasonal events, which always draw a good crowd and give people something to look forward to.

It’s not just about organised events either. The club is a great place for a casual evening, whether that’s playing a game of snooker, darts, or pool, or just sitting down to watch the sport on TV with others. 

The club also supports local causes and can be hired out for private events like birthdays, anniversaries, or meetings, which makes it a really useful space for the village.

What really stands out is the sense of community. It’s somewhere people feel comfortable, whether they’ve lived in Tysoe for years or have just moved in. In a village like this, places like the social club aren’t just nice to have—they’re essential for keeping people connected.

WI

Tysoe Women’s Institute has had yet another great year of fun and friendship. The members have enjoyed various trips to such venues as Christmas Markets, Theatres and even a Recycling Centre.

Socialising at the meeting is a valued activity and we start the evenings with a welcome glass of wine or a soft drink and, of course, cake with tea or coffee to round off.

As always we have had interesting and informative speakers on a variety of subjects …some have made us think, or made us dance, or laugh uproariously and some made us cry but all were well received.

Each meeting we have a raffle which raises money for local charities. This year we raised £1,402….a great amount. Carers for Carers received  £701.00 and the Shipston Food Bank received monthly donations of goods as per their request along with a final cheque for £111.00.

We introduced WISE meetings (W.I.Social Events) where we amuse ourselves with such activities as Quizzes, Bingo. Beetle Drives and of course the Christmas Buffet…these events are for members only.

The W.I. continues to support the N.G.S Open Gardens and the Tysoe Flower Show and Fete. Last year’s selling of cake, teas and coffees at the Flower Show was exhausting but well worth it as we raised in excess of £1000 for their benefit.

2027 will see us reach our 110th anniversary …we are proud to be the oldest W.I. in Warwickshire.

Wot2Grow

2025-2026 has been a year of consolidation:

1. We have renewed the lease on the 2 acres behind the Tysoe allotments for the next 10 years. So, in 2036 the Orchard will be 25 years old! 

2. We have refurbished some of the seats around the Orchard – just walk in off the footpath (which we also maintain) and sit and enjoy the wonderful blossom at this time of year. 

3. We have been working with the Tysoe Wildlife Group to add to the Orchard’s biodiversity. We have installed a dead hedge and are laying down the pruning sticks and branches (and there are lots of these from our 200 trees) within this structure. Previously we would have dried and burnt these! We have also started work to revive the wildflower beds that had become neglected. 

4. We have placed our news here on Tysoe Online to make it easier to keep up to date with our activities.

We put in between 5-700 volunteer hours per year at the Orchard. So, we are always looking for new members to spread the load.

If you haven’t spare time just join! There is ample reward! 

Our specialities are blueberries and cherries. The cherries were sublime last year, so join and get in on a share of the harvest. The cherries are housed in sleeves to protect enough of them for us, whilst leaving plenty for the birds! The sleeves will go on soon, do come and help!

ST MARY’S – PARISH OF TYSOE WITH OXHILL & WHATCOTE

Our beautiful church, to give her full title, The Assumption of the Blessed Virgin Mary or her everyday name, St Mary’s, is part of the parish of Tysoe with Oxhill and Whatcote,which resulted from the merging of three previously separate parishes in 2024.

The Rev. George Heighton is Priest in Charge, supported by the Rev Jill Tucker, Glyn Evans and Susan Bowden-Pickstock who give a regular pattern of services throughout the year.

In addition to this, there are baptisms, weddings and funerals, as part of our care for families in these villages and of course, our School Services, which are wonderfully led by the pupils from Tysoe School.

We hold a coffee morning in the Church once a month on the 3rd Tuesday from 9.30 pm, with Stay & Play for preschool children, carers and parents. All welcome for a hot drink and homemade cake.

Friends of Tysoe Church raise money through quizzes, musical festivals, a summer fete at the Manor, flower festivals, tower visits and at Christmas, a splendid Holly Tree Fayre. In addition, Shipston Foodbank is supported by our churches and our school, enabling them to provide essential care for those in need, including those in our villages.

I would like to thank all those who support by either dropping items into the collection points, or supporting financially, without you, many people would struggle to survive. All of this could not happen without the dedication of the volunteers who fulfill many unseen roles critical to welcoming people into God’s house.

I would like to thank all who help and support inside and outside of this building to share the love of Christ amongst neighbours and friends.

Our Parish is also part of the South Feldon Group of Churches, which also includes Brailes and Sutton-under-Brailes.

Tysoe Heritage Research Group (THRG)

Report to Parish Council May 2026

Tysoe Heritage Research Group (THRG) is a Working Party of the Parish Council whose purpose is to explore the origins and development of Tysoe and its people from prehistory through to modern times. Membership of the Group is free and open to anyone interested in Tysoe’s past.

THRG’s research can be found online (https://tysoe-pc.gov.uk/thrg/); there are also leaflets available on the geology of churchyard memorials, lichens and church graffiti available. A ‘glossy’ 32-page history of the church and its monuments is due in the coming months and a major monograph on the church and the history of the parish churchyard is awaiting publication.

During the past year historical research has continued exploring the events of the Civil War that affected the village, as well as pursuing the implementation and significance of the Inclosure Awards of the late 18th century.

New work on the family histories and achievements of the Ashby family commenced while research in the field involved further test pitting to establish the pre-Conquest outline of Middle Tysoe and additional investigation of an early formal garden.

However, the major impetus of the year involved reviewing the origins and significance of the Red Horse of Tysoe which once overlooked the three hamlets. Research was delivered in a series of talks to a packed Village Hall in July 2025. These considered the location and size of the hill carving, other hill carvings in Britain, the ritual history of horses and the early work of Kenneth Carrdus and Graham Miller.

This is being taken further in the coming months using a technique called Optically Stimulated Luminescence to try to more accurately date the Red Horse.

TYSOE UTILITY ESTATE

The Trust was formed several hundred years ago for the benefit of people in need within the Parish of Tysoe. Emphasis was also placed on the provision of education, prior to the Education Act 1870.

It is now a registered Charity (no. 241493) and provides funding for causes that benefit the whole village, as well as its core purpose of education and helping the elderly and those in distress. A formal Constitution was established in 1862 and updated in 2000, to reflect its purpose in the 21st century. It is run by ten trustees, who manage the assets and plan grant funding.

Income is derived from assets owned by the Trust, including a smallholding, commercial and residential property and an investment portfolio.

Over the years we have provided grants to many organisations, including St. Mary’s Church, Tysoe School, the Children’s Group, the village hall, plus other organisations and individuals.

In 2025, we distributed £10,840.

After 7 years’ residency in the Parish, qualifying pensioners are entitled to a New Year bonus: a bereavement grant is also available to help with funeral costs and students going on to further education and studying a recognised course are, likewise, entitled to a grant.

In certain cases, a special discretionary grant is made in the event of acute undeserved
hardship.

The Charity was set up through the generosity of local benefactors and we are grateful to receive donations and legacies. It is hoped that parishioners might consider leaving a legacy for the Trust to continue supporting its work.

Tysoe Bowls Club

Tysoe Bowls Club is thriving and holds three sessions on Tuesdays (morning 10.30 – 12.00, afternoon 2.00-4.00 and evening 7.30 – 9.00) and one on Friday evenings 7.30 – 9.00 all in Tysoe Village Hall.

Everyone is welcome and we cater for all abilities and skill levels. The first 3 sessions are FREE, after that it’s £3.00 every time you play, and membership is £10 p.a.

The Tuesday afternoon session is played using small carpet bowls, all other sessions use the bigger bowls.

So why not come and see what makes bowling so much fun? You can just turn up, but please bring indoor shoes to wear when playing on the carpets.

Every game is different, and we mix friendly competition with serious socialising! You will be made more than welcome.

Tysoe Bowls Club was formed in 1995, using loaned mats and equipment. The club was so successful that 12 months later it had raised funds from grants and local councils, purchased two mats and equipment and increased the number of sessions from two to three.

Tysoe Kurling Club

Tysoe Kurling Club was formed in July 2024 under the sponsorship of The Stour Health and Wellbeing Partnership and was a free activity.

However, this funding has now ceased, and we run independently.

We play in Tysoe Village Hall every Monday afternoon from 2.00 – 3.00p.m (except Bank Holidays). We charge just £1 a week to play. It’s fun and just a little bit competitive!!

Indoor kurling is suitable for all abilities. Don’t worry about being able to bend down, a lot of our current players use a curling stick to propel the curling stones towards the target. Join in the fun and laughter by landing your curling stone skillfully on the target or try knocking your opponent’s stone off the target and send them flying in all directions!

TYSOE FLOWER SHOW AND FETE

The Tysoe Flower Show & Fete: Our largest village event of the year!

Held every year on the third Saturday of August

The Tysoe Playing Fields come alive each summer for our most anticipated event. Thousands of visitors flock to the show for our main ring attractions, which change every year.  Our traditional rural displays from farriery and pottery to weaving and beekeeping, the showground is a hub of interactive demonstrations.

Motor enthusiasts will find dozens of vintage, classic, and working vehicles from around the globe, while families can enjoy everything from live music to fairground rides. However, the true heart of the event remains the traditional flower, produce, and craft competition in the main marquee, where our community’s talents truly shine.

How is all this achieved?

It takes a dedicated team of volunteers and generous local support to make this magic happen:

  • The Committee: A dedicated group of 14 members who plan year-round.
  • Friends of Tysoe Flower Show: Residents whose generous donations provide vital funding. Find out more here
  • Local Businesses: Our printed schedule and arena banners are made possible by your advertising support.
  • Tysoe United FC: The adult team handles the heavy lifting—setting up gazebos, barriers, and manning the car park.

  • The Tysoe Wombles: Our local heroes who keep the showground spotless.
  • The WI: Famous for serving endless cups of tea and slices of delicious cake.

With the launch of Tysoe Online – the new Parish Council website – the Record team has been considering the role of the Record and its place in Tysoe’s evolving communications. 

Our history

The Tysoe & District Record has become part of the fabric of Tysoe reporting on events for over 75 years, in this special place where we are fortunate enough to live and call our home.

Initially printed in black and white, using wax stencils on a Roneo duplicator and hand-stapled, it has evolved into the colourful 40+ page publication with the colour photographs, illustrations, design and graphics we know today.

What we do

The Record, as it is colloquially known, provides a voice for our village and helps to showcase life in rural Tysoe. It has become a trusted source of news, events and local information which serves to keep the community engaged, informed and connected.

Each issue contains regular features from village groups and individuals; all wrapped up in an attractive 40 page (sometimes a bumper 44 page) magazine.

Produced 10 times a year, the Record is funded by annual subscriptions (from over 400 subscribers) and advertising from local businesses. Even the print is managed locally; once complete each new issue is sent to the Tysoe Children’s Group where it is printed to a very high standard, then distributed to households by a dedicated team of volunteers.

Expanding our team

We are currently looking to recruit sub-editors and layout helpers to share in the production (writing, producing, designing). The Record is inviting anyone interested to come and meet us at the Village Open Day on Saturday 16th May at Tysoe Village Hall where we will have a stand, or simply start the conversation by emailing: tysoerecord@gmail.com

Tysoe Dance Exercise Class

The class exercises to music with some seated exercise, concentrating on mobility and the maintenance of muscle strength as we age.

We are mostly female members, but we do have one, very spoilt, male attendee.

As well as exercise and stretching we always include a dance element in the class which can cover different styles of dance from the salsa to the can-can via the waltz.

The class has been running for many years, and we aim to continue to be active within the village for some time to come, our aim is to avoid the Doctor’s Surgery and to keep active while having fun.

Community Choir for Oxhill, Tysoe and Shenington (CCOTS)

The CCOTS choir started in September 2022 and has now established itself as a wonderful, friendly community choir with just short of 40 members from villages all around the area. It is run by the wonderfully enthusiastic and brilliantly energetic Anna Harcourt, ably assisted by our talented accompanist Annabelle Coombes.

Everyone who has joined has found it to be a place they want to be every week for rehearsal and all have enjoyed learning a wide variety of songs from different genres.

This summer we have two concerts – the first in Tysoe Church on Saturday 16th May as a joint venture with Brailes choir, and the second our own, free to attend, summer concert on Saturday 11th July in Tysoe Village Hall. In between we are singing at a Wedding in Radway Church. 

In September we have a new venture for CCOTS – a “Come and Sing” day.

We’re really excited about this as it is something new for us and we are going to be learning a medley of songs from West Side Story. This will be an all day (10 – 4) event as it will cover all the tuition and music, but should be a wonderful day for anyone who enjoys singing, or would like to give it, and our choir, a try.

Later in the year we will be singing at the Holly Tree Fair in Tysoe and at a Carol concert in Winderton Church. Finally, we’re delighted to announce that we will be  appearing at Upton House in December as well.

The Friends of Sun Rising Natural Burial Ground and Nature Reserve (FOSR)

While many in the village know about the natural burial ground, fewer are aware of the charity, The Friends of Sun Rising (FOSR).  Registered with the Charity Commission (number 1181570), it has a board of trustees representing those with loved ones laid to rest and the local community.

The company manages the natural burial side and the nature reserve on a day-to-day basis, while the broad purpose of the charity is long-term: when there is no longer an income from burials and memorials, FOSR will take over its care, maintaining the site as a place of memorial and a haven for wildlife.

Last year FOSR held or supported nature walks, creativity days such as our watercolour day, memorial events such as our Roll of Remembrance, and fundraising events such as the Christmas fair, at which CCOTS sang so beautifully. 

Our AGM, held in Tysoe Village Hall, was followed by a talk by Tysoe’s Rosemary Collier talking about local nature initiatives. 

At many events, our stall sells local honey, greetings cards, tea towels and more.  We support volunteer days such as mulching trees, raking hay, cleaning plaques and planting bulbs, and our once-a-month volunteer group help out with seasonal tasks.

This year is our 20th anniversary, having opened in 2006, and Daffodil Appeal aims to plant a daffodil for everyone laid to rest here.  This year we also have many nature-oriented days, our Open Day (23 May), Pub Quiz (Friday 12 June) and Art in the Longhouse (22-23 August).  Our AGM will be on 12 September.  

Sun Rising has about 350 subscribing Friends, an active mailing list of over 1700 recipients, an extensive website, regular blog, Facebook and Instagram pages.

Tysoe Tennis Club

It has been a busy past twelve months for the club. In 2025 we made the change from being a members club to a CASC (Community Amateur Sports Club). This is sometimes termed a sports charity, and allows us certain taxation and fundraising benefits, whilst allowing us to increase court usage through our Pay and Play scheme, which has grown steadily.

The club has three main assets – the courts, the lights and the clubhouse. They each contribute to the playing experience our members and visitors enjoy.

The courts were last repainted around eight years ago and have fared quite well. Meanwhile feedback on our lighting has not been overwhelmingly positive – with users commenting on less than ideal illumination. 

The club applied for multiple funding opportunities and with the kind support of Stratford Upon Avon Council and Sport England we have received grant funding covering 75% of the cost of repainting the courts and upgrading our lights to LED units to LTA standard. Both projects were recently completed – with many positive comments.

Our coaching partnership with Rosie Clark continues to grow and we were pleased to sponsor junior coaching sessions at local schools, whilst helping our members to improve through one-to-one and group coaching sessions.

These changes have helped make the club even more welcoming, with good value membership and Pay and Play options, as well as the friendly camaraderie the club is well known for.

The net effect of this has been an increase in membership, supporting those playing socially, as well as in various internal and external matches and tournaments.

Craft & Laugh Group 

Bringing Creativity and a lot of laughter to Our Community

Welcome to the Craft and Laugh Group! We were thrilled to be recognised and included as an organisation in our own right this year after being affiliated with Tysoe WI for many years.  We meet on Wednesday afternoons, with the exception of the 1st Wednesday in the month, in Tysoe Village Hall at 2pm-4pm, we enjoy socialising with a cuppa and a slice of cake while working on our own craft projects or whatever we are working on currently as a group. 

We produced King Charles III Coronation bunting as well as the seasonal bunting permanently on display in the village hall to help create some atmosphere for our hirers.  We often receive requests from village organisations for assistance with their own projects and are always keen to support. 

We run workshops and raise money for local charities, we are great cake makers too!    

We have sub groups for our members to join in with, a monthly lunch group, some enjoy garden centre visits, an art group and we arrange outings to places of interest e.g. Waterperry Hand Made in Oxford, the NEC Craft Exhibition and some have enjoyed a couple of days away to a Craft Hotel in Devon learning new skills and sharing the results when they return to our next group meeting ……….    

 Whether you’re a knitter, painter, embroiderer, or simply love getting creative, this group is your hub for all things crafty. We aim to connect our community, share inspiration, and keep you laughing.

Tysoe Community Speedwatch 

Safety on our Roads

The independent Tysoe Community Speedwatch (CSW) team supported by Residents, the Parish Council and officially by Warwickshire Police – is made up of volunteers who are concerned at the small number of drivers who do not drive within the speed limit.

These drivers fail to consider the combination of their speed and the risks that exist on roads within Tysoe.

So, what did the Community Speedwatch team do in 2025?

A total of 43 sessions, 4,043 Vehicles monitored, of which 136 were reported to Warwickshire Police Road Safety team for verification and action by the Police.

That is a total of 3% overall, but more seriously on the Oxhill Road 13% of vehicles exceeded the speed limit and were reported by the team. 

Worryingly, the 2024 WCC electronic Traffic survey over 7 days found that 65% of vehicles exceeded the limit on the Oxhill Road.

Why the difference? The CSW team cannot hide behind bushes, are required to erect warning signs, and wear hi-vis jackets to carry out sessions on a regular basis at various times, at fixed locations selected by the Police.

Even so some drivers clearly still ignore the speed limit or fail to use common sense!

That the presence of the team has a deterrent effect when they are in place, is shown by the example of the reduction from 65% to 13% on the Oxhill Road. 

With a Primary school and Surgery at one end and a Nursery school at the other end, Main Street through the village centre has risks that require sensible adjustment of speed by drivers.

Tysoe Children’s Group

Tysoe Children’s Group is open to all children aged 18 months to rising 5 years. It offers a range of year-round services to meet the needs of families in the local community, as well as those in the surrounding towns and villages.

Working in partnership with families, the nursery provides high-quality educational experiences for all children in its care throughout the year.

Set in the refurbished Old Fire Station in the heart of Tysoe village, the nursery is surrounded by beautiful open green spaces. It provides a safe, stimulating environment with opportunities both indoors and outdoors, including a large, secure outdoor play area, recently refurbished in 2025 with new learning resources and a suitable playing surface, as well as a separate woodland school. Nutritious hot meals are provided at lunch and dinner times.

The day nursery offers a warm and welcoming environment, supporting children’s transition from home to nursery, into pre-school and then onto school. Underpinned by the Early Years Foundation Stage, it provides all-day care for children from 18 months rising to 5 years.

A child-led curriculum ensures a varied and engaging programme of indoor and outdoor learning. Weekly sessions from Humming Bee Music and Mini Athletics, alongside forest school visits to Badgers Wood, provide additional opportunities for exploration and development.

The nursery is run by a highly skilled and experienced team, many of whom have been with the group for years. It is a registered charity and not-for-profit organisation, supported by parent and community trustees, and is an Ofsted Good provider (November 2022).

It also works closely with local organisations in the village, supporting events including the Annual Tysoe Windmill Run and Tysoe Flower Show and Fete.

Ward Member Annual Report 

Is it already another year gone by, and what a year for Stratford on Avon District Council. My focus  as Ward member has and always been on residents. I have been active supporting residents in  their problems with Planning, Housing Associations, Severn Trent Water, and Highways (potholes  etc.).

I have attended as many Parish Council and Parish Meetings as I have been able to, in line  with my Role and Responsibilities as your Ward Member. For those interested a full description  of the role and responsibility of a District Councillor can be read at Ward Councillor. 

After the General Election in 2024, the new Labour Government started a range of democracy changes including Local Government reform abolishing County, District, and Borough Councils replacing them with Unitary Authorities (UA’s). At the moment, these changes are planned to take effect after the next elections for the current Authorities in May 2027. 

When SDC is abolished, a new shadow authority will be established. Wards are likely to disappear, and the old County Divisions, or close to those boundaries, replace them. This would 

reduce democratic representation significantly, so I think it is likely that the ‘new divisions will have two councillors, but this is yet to be determined. For Town and Parish Councils this will mean little change. 

This change coincides with the need to produce a new Local Plan which was started before 2023  by SDC and Warwick District Council; known as the South Warwickshire Local Plan (SWLP). The SWLP is now almost ready to be agreed and move to Regulation-19 by the end of 2026; the major step in its progress to planning and development policy.

Sadly, in December of last year the current Local Plan – the Core Strategy – was found to be not fully up to date because an Inspector found that SDC’s Housing Land Supply was only 2.7 years and not the required 5 years. 

This means that local communities have come under increasing pressure from housing developers who wish to build in our rural communities because of the higher housing value and increased profitability. Rural communities need housing to meet local needs, but these are not the dwellings that developers want to build necessarily. To help rural communities protect their settlements, I successfully put down a motion (seconded by Cllr. Anne Parry Wellesbourne North and Rural) to provide funding for Town and Parish Councils to bring up to date existing Neighbourhood Development Plans and help to fund new NDP’s.

When ‘made’ an NDP has equal planning weight with the Local Plan and forms part of local planning policy. 

At the same time as introducing Planning and Local Government Reform, the Government has required the new UA’s to come together to form Mayoral Strategic Authorities with populations around 500,000 with mayors. Strategic Authorities will take on the role of Police Authority, Fire Authority, and Highways and receive additional funding it is promised.

The new Mayoral Strategic Authorities are supposed to geographically match with Police and NHS organisations, whilst at the same time looking to reduce the number of Police authorities significantly, so this latter responsibility is proving almost impossible to incorporate into strategy planning! 

Our Ward has seen significant planning applications. Here are a few of the current proposals: 

  • 1,150 houses off Fell Mill Lane Honington
  • Solar Farm proposal  off Fell Mill Lane Honington
  • Travelling Snowpersons’ Site proposal Pillerton Priors/Hersey 

I will continue to represent all residents in the Ward to the best of my ability, and remain available to help, signpost and advise as well as I am able.

SEND provision

Warwickshire County Council has approved additions to the Education Capital Programme 2025/26 to expand specialist resourced provision for children and young people with special educational needs and disabilities. £110.5m per year expenditure on SEND

Adult Social Care Service Rated ‘Good’ by CQC 

WCC is celebrating a positive outcome from the Care Quality Commission’s assessment of Adult Social Care which recognises the county as high performing on Adult Social Care needs. Adult Social Care is the largest expenditure for the Council @ £310m per year. 80% of the Council’s budget is on Adult Social Care.

Home to school transport

Home to school transport is another large expenditure at over £46m per year.

Our plan is to deliver improvement for the people of Warwickshire. Rising demand for children’s services and adult social care and a SEND system are under pressure.

This plan sets out how we will recalibrate Warwickshire, to make sure that the people of Warwickshire are looked after. We will: Put residents of our County and their interests first in everything we do. We will fight for the best interests of local people. 

Support residents who need help to make sure they don’t get left behind. Our towns and villages are the lifeblood of our economy, heritage and culture and we must do all we can to support them.

We will do this while keeping council tax increases as low as possible, to recognise the financial pressures faced by all the residents of Warwickshire, always remembering that every pound we spend needs to deliver for you, the taxpayer.

The plan outlines our mission to improve services, build a better form of local government, and transform for the future – ensuring that Warwickshire remains a place where people are safer, healthier and able to thrive.
